Unmet Transit Needs

What are your thoughts on local transit service? Would you like to use it for more trips, but don’t because of issues like where it goes, or doesn’t go, or because of the bus schedule or cost? Whether you ride the bus daily, occasionally or haven’t tried transit yet, the San Joaquin Council of Governments (SJCOG) is looking for feedback on our area’s transit services.

Please give us your thoughts by attending an Unmet Transit Needs meeting or by sending your comments to SJCOG.

The California State Transportation Development Act (TDA) requires the Unmet Transit Needs Process be conducted annually by Regional Transportation Planning Agencies. SJCOG is the Regional Transportation Planning Agency for San Joaquin County. The TDA requires that SJCOG make a determination whether there are “unmet transit needs that are reasonable to meet” in all jurisdictions throughout the county.

An “Unmet Transit Need” focuses on potential service in areas where fixed route transit service does not exist. It does not include bus schedule alterations or other service issues on existing routes; and it does not include ADA/Paratransit service specifically. The Unmet Transit Needs process and public meetings are scheduled to begin in November.

What is an unmet transit need?

Unmet Transit Needs are defined as those trips required - but not currently provided and not scheduled to be provided within San Joaquin County - for residents who use or would use public transportation to meet their life expectation.

What is a “Reasonable to Meet” Transit Need?

The “Reasonable To Meet” standard is based on several criteria that analyze how accommodating that transit need will affect the rest of the transit system that it relates to. If it passes the criteria, then it is found reasonable to meet and changes will be made to accommodate the need.
